City Human Settlements’ Portfolio Committee visits construction projects

Members of the City’s Human Settlements’ Portfolio Committee, including its Chairperson, Councillor Albert Ntsodo, visited two construction projects currently under way to have a look at efforts to provide restitution and housing opportunities.
‘Visits to housing projects are an important way for us as committee members to get out of meetings and see for ourselves how our efforts are helping our residents. We are committed to providing housing opportunities of all types to suit the individual situation of each potential beneficiary. We know that there is not one ideal type of housing opportunity for each potential beneficiary. There are various options to suit each individual's needs and financial status. The City can help each beneficiary find something suitable to their needs, depending on their personal situation, what kind of housing is available, and when.
'Knowing this, as an oversight committee, we wanted to look at two different construction projects for two very different types of housing opportunities. Today, 12 June 2025, we visited the Protea Village restitution project in Bishopscourt and the Regent Villas social housing project in Weltevreden Valley. Construction at both projects is progressing well and we look forward to visiting again in future when the projects have been completed.
'We regularly carry out a number of oversight visits in several areas around the metro to have a look at where improvements can be made. We extend our sincere gratitude to communities across the metro for working with the City as their support plays a vital role in the provision of housing opportunities. We again thank residents, the broader communities and all City teams,’ said Councillor Ntsodo.

These range from social housing to Breaking New Ground (BNG), GAP housing and the Upgrading of Informal Settlements Programme (UISP). The National Department of Rural Development and Land Reform’s Land Claims Commission is the lead authority in restitution matters and handles the claim process and manages the duration of the claim. In terms of restitution, the City’s role is to investigate and consider all formal claims that have been submitted on land owned by the City and to expedite the process as much as it can.
Beneficiaries of City housing projects are selected in accordance with the City's Housing Allocation Policy and Housing Needs Register to ensure housing opportunities are made available in a fair and transparent manner that prevents queue jumping and to those who qualify for housing as per the South African legislation. The City's political office bearers do not have access to or influence over the Register and its qualifying beneficiaries.
